2020第18屆遠見高峰會,鄭市長:展現疫後台灣的強大韌性 桃園市長鄭文燦今(6)日中午前往香格里拉台北遠東國際大飯店,出席2020第18屆遠見高峰會-午宴論壇,發表「從桃園經驗看疫後經濟發展」專題演講。鄭市長表示,很榮幸可以與六都首長共同參與第18屆遠見高峰會,共同帶動城市的進步以及發展,疫後經濟勢必面臨產業地圖及供應鏈重整,而目前疫情尚未結束,國際疫情仍在延燒。今日的論壇,相信能為大家帶來不一樣的價值及思考方向, 同時亦期許自己在擔任市長的每一天都要專注桃園市政,逐步完成,為桃園市民朋友帶來更好的生活品質,同時向國際展現疫後的台灣仍然有相當大的韌性與國力。 鄭市長表示,2020疫情衝擊,台灣不僅全力防堵疫情,在經濟指標上仍維持穩健成長趨勢,截至9月製造業生產指數年增11.32%,各項電腦電子光學、電子零組件、機械設備、化學原材料、汽車零件等產業指標皆全面翻紅,面對疫情影響,許多國內外訂單驟減,但台灣不論是在產業投資或是生產指數表現皆維持穩健成長,充分展現台灣以及產業發展的韌性。 鄭市長說,桃園為國門之都,是防疫工作的第一線,同時受疫情衝擊影響亦是機場經濟的重災區,桃園國際機場旅客人數今(109)年9月份為9.5萬人次,相較去(108)年同期的367.1萬人次,成長百分比負97.4%,但在整體貨運量方面,長榮航空與中華航空的貨運量營業額從2月開始已轉為正成長,說明台灣在使用空運出口方面,仍維持相當的運輸量,經濟發展仍持續運作。 鄭市長也說,在疫情期間,台灣成功守住機場、醫院、社區等三道防線,不漏接每一顆球,包括邊境檢疫、隔離防疫車隊一路至隔離檢疫中心,皆成功守住台灣社區安全。桃園約收治全台25%的病患,其中以林口長庚醫院、部立桃園醫院為最多,亦確實落實各項防疫工作,將院內感染風險降至最低,而在社區隔離方面,台灣運用高科技、基層力量,讓檢疫、隔離工作充分落實,感謝第一線防疫人員的投入 、政府明確的決策以及台灣公民素養讓台灣成為世界防疫典範。 鄭市長表示,在防疫國家隊上,桃園是許多產業的聚落,扮演重要的角色,許多在地產業皆積極投入,亦感謝經濟部從每日生產300萬片提升至2,200萬片口罩的過程,發揮很大的後勤指揮效果,讓台灣在短短2個月左右將口罩產能提升至高峰,充足的防疫物資,讓醫院得到最好的保護,展現台灣在防疫產業上的強項。 鄭市長指出,疫情期間經濟部投資台灣三大方案,至9月為止,共投資逾1兆1,000億元,其中,桃園佔2,311億元,提供21,951名的就業名額,不論在台商回流、企業根留台灣或是中小企業創新,皆展現良好的指標,在疫後全球供應鏈重整之際,台商回流投資總額,桃園佔全台21%,創造就業數佔全台23%,皆位居全台第一。而在投資台灣三大方案中,以龜山區投資的廠商數最多,並 以ICT產業為主,電子資訊投資總額最高,此外疫情改變消費者消費方式,宅經濟崛起,帶動電商產業、雲端、5G、電腦、平板、手機等產品的投資額,並且仍持續成長中。 鄭市長提及,桃園成立投資服務中心,提供廠商一站式投資服務、單一窗口全程服務,針對土地、水、電、人才、勞工等「五缺問題」,提出快速解决方案,此外,每季召開桃園工業區業務聯繫會報、投資服務中心會報以及不定期召開投資協處會議,協助廠商從廠房取得到生產,給予全程陪伴。鄭市長也提到,桃園為印刷電路板(PCB)的重鎮,每年皆有7,000億的產值,未來隨著臻鼎科技回流根植 桃園,將可望帶動整體產業發展。 鄭市長談到,在人才媒合方面,市府積極推動就業服務計畫,截至今(109)年9月為止,媒合3,770家企業廠商徵才,累計10,557家次,共釋出96,721個工作機會,其中,求職人數46,874人,成功媒合39,568人,媒合率高達85%。此外,針對大學畢業生也有提供首度就業津貼,工作6個月,有2萬1,000元的就業津貼,協助大學畢業生於畢業後順利進入職場;在勞 工權益保障方面,包含華映、茂迪以及宏達電子公司,市府皆協助辦理專案徵才、失業給付說明等就業轉銜服務,共協助就業轉介4,720人。 而在協助青年就業方面,市府推出中小型就業博覽會,截至今(109)年9月為止,青年求職人數,目前共計16,619人,媒合14,866人,媒合率達89.5%。目前青年平均投保薪資逐年提升,升格前為27,046元,今年平均投保薪資達30,692元;在桃園青年失業率方面,今年上半年為7.98%,相較去年下降0.11%,同時低於全國平均8.52%,期盼未來在市府的努力 之下,持續降低年輕人以及應屆畢業生失業率。 鄭市長談到,石門水庫自民國53年興建以來,首次遇到無颱侵襲,導致今年為石門水庫最低水位的一年,目前有效蓄水量約49%,為因應後續持續嚴峻的缺水問題,農委會與經濟部決定桃竹苗停灌,市府亦積極針對水資源進行盤整工作,包括調度、節水以及備援等3大方案,在水源調度方面,目前新北板新地區已全面改由新店溪(含翡翠水庫)水源為主,新竹缺水問題也由苗栗永和山水庫支援,落實北 水南調、南水北調,進行跨區水源調度;節水方面,桃園已加強宣導運動中心、三溫暖等業者自主節水5%-10%,水情提升至橙燈時,則減少供水20%;備援計畫方面,則持續進行回收水取用演練,以保障後續民眾用水需求。 鄭市長說明,桃園是許多產業的重鎮,產業用水需求較大,包括半導體、面板業、印刷電路板、石化業以及生技產業皆屬於高耗水產業,為徹底解決桃園缺水問題,市府積極爭取前瞻計畫預算,未來將持續推動桃園機埸捷運A7站水資源回收中心、桃園北區水資源回收中心再生水計畫,讓桃園的水資源更加充足。 鄭市長說,桃園再生能源裝置容量達539MW,其中太陽光電為305.9MW,為北部縣市最高,較升格前成長58倍,桃園亦制定綠色城市自治條例,推動低碳科技產業補助及獎勵計畫,鼓勵用電大戶及企業節能,並提供補助與獎勵,盼讓再生能源成為桃園的一項特色。 鄭市長說,為解決工業土地用地問題,市府推動工業區更新立體化發展方案,透過5%綠能獎勵、15%投資金額獎勵及30%代金,可望提高都會型工業區容積率50%容積率,加速擴廠速度,同時亦成立「產業投資標的供需媒合平臺」協助企業尋找合適的投資用地,解決企業的用地需求。目前桃園正推動7+2產業專區,盼提高供給,穩定價格,後續隨著航空城計畫產業用地,勢必能持續帶動產業投資 。 鄭市長指出,目前桃園超過1,800多家物流企業,隨著疫情影響,宅經濟崛起,電商平均的成長率為3成,說明民眾使用電商平台的比例提高;疫後亦帶動倉儲物流產業的蓬勃發展,包括嘉里大榮、新竹物流、杏一楊梅物流倉、家樂福楊梅區中華電信園區物流倉、長榮國際儲運大園倉儲物流園區以及慶洲大園物流中心等不斷提升。 鄭市長最後提及,青埔地區為桃園的新亮點,市府規劃將青埔打造為研發創新與商業發展的中心,包括推動亞洲矽谷創新研發中心、桃園會展中心,並同時進行多項智慧應用試驗計畫,加速青埔地區發展迅速。鄭市長也說,青埔目前是國內旅遊的熱門新景點,擁有Xpark水族館、JET歡樂嘉年華、IKEA桃園店、華泰名品城、新光影城等娛樂設施,每日約有5萬人次進出,期盼台灣在疫後展現韌性 的同時,桃園也能發展得越來越好。 《遠見雜誌》總編輯李建興表示,今(109)年遠見高峰會特別邀請直轄市六都市長以及新竹市市長,齊聚一堂,共同參與盛會。他讚許身為國門之都的桃園市長鄭文燦,不僅勤跑基層,更在此次肺炎疫情中守住國境,對於防疫工作親力親為,讓國人可以在安全的環境下正常生活。此外,桃園是全台工商產值最高的縣市,在桃園國際招商大會中展現亮眼成績,成功與國內外廠商促成3,000萬美元的商 機,期盼透過今天的論壇,能讓更多人瞭解桃園的發展魅力。 今日包括立法委員張育美、市府新聞處長詹賀舜、遠見.天下文化事業創辦人高希均、《遠見雜誌》總編輯李建興等均一同出席活動。
